Billie was a Bath County native. He was a Veteran of the US Army. He is survived by his wife, Crystal Bussell of Irvine and stepdaughter, Kaydance Bussell of Irvine.
Billie was preceded in death by his parents, Warren Milliner and Eliza Purvis.
