William was a Bath County native. He was a retired farmer and a Veteran of WWII.
William is survived by one daughter, Judy (James) Holt of Owingsville; one son, Dale (Ruby) Toy of Owingsville; one grandson, Jamie (shelley) Holt of Mt. Sterling; seven step grandchildren and several nieces and nephews.
William was preceded in death by his wife, Gladys Toy and his parents, George Toy and Alta Wilson.
